Penwald is the most aggrieved of the bunch, having been harassed beyond the point of endurance by Lyle Wallace (Ernest Borgnine, The Dirty Dozen) a blackmailing traffic cop who pursues him through several states after 'Rubber Duck' fails to submit to his phoney speed trap.
